Water is becoming incredibly scarce in the few years the dragons have been active. Everyone is aware that water is the key to survival. People are more likely to kill each other over water than any other resource.
Several orders exist for the tracking of clean water sources. Most orders also deal with protecting and distributing the water and as a result are typically confined to small territories.
There is one order (that I have yet to name) that deals just with marking clean water sources. They really don’t care if the discovery of a water source leads to cooperation or war. It’s not their job to manage the population, they just want to ensure that there is at least a chance for survival.
